Is the date & time correct on the PC?
Where is the website located? By default IIS looks in \inetpub\wwwroot
First thing to do is ensure your webserver is running.
Using the server machine, enter http://localhost in a browser. Does that show your website?

I have tried it myself but didn't see any changes in Windows settings either although I know I was definitely in metered mode as this appeared in Outlook 2016!

What Jerry says is correct, it is indeed a preview version (build 14385) but it doesn't show up as such due to the closeness of the next general release.
Sounds like it's restarting after a system failure which is the default behaviour.
To change that & hopefully get a pointer to the cause of the restarts right click on the start button and click...
