That is almost it. If it would allow me to insert a note into a read email message or a Word Doc or Spreadsheet it would be exactly what I had in mind.

I described the problem incorrectly. It turns out that it is replying to Rich text format messages with Plaintect format. It happens when I click on the rply button.

When I reply or forward email messages that are in HTML format outlook sometimes changes them to Plain Text format. Sometimes it does not.

I moved my "Links" toolbar to be on the same line next to my menu bar. I locked the toolbars. But every time I close and reopen IE the "Links" tool bar is once again on the row below the Menu Bar....
