Changing the shortcut to open Access seemed to be the best solution, i.e.,

"C:\program files\Microsoft Office\Office12\msaccess.exe" "c:\myfiles\mydb.mdb"

Have you checked the target of the shortcuts? If they still point to the folder where Access 2002 used to be installed, they won't work with Access 2007...
