I'm not really "into" this kind of software, but have read favourable stuff about Photoscape 3.0.
It seems to sit somewhere between IrfanView, XnView, FastStone et al and high-end stuff like the GIMP.

I have a whole collection of this type of software.
I just installed this and checked it out. It is pretty powerful with some neat features that I haven't seen in others. The UI is weird and takes some getting used to though. I would definitely recommend this one.
