Found the answer on Google group:

    microsoft.public.frontpage.client

Thanks to Ron Symonds for his experise.
Thought I would share with the Lounge

Open FrontPage, then File->Open Web (this is the same as Open Site,
    which is for FP2003).
Browse to the folder where your files are stored. (If you open that
file it will NOT show any files, since websites are always folders.)
Click ONCE on the folder to highlight it, but do NOT open the folder.
    Click the Open button.
FP will ask to add information to the folder, and convert to web site.
Your options are Yes or No (or words to that effect). Pick Yes.
The web will open and all files will be visible except the
pagename_files folders - these will be permanently hidden.
