    This is just a guess as not everything shown fits, but my guess would be early TV hardware and waveforms.
    The waveforms have the form of horizontal sync signals following video data and the circular item could be an example of spinning disk TV. Maybe some TV incarnation John Baird worked on.

    It's obviously the precursor to thingythree <img src=/S/grin.gif border=0 alt=grin width=15 height=15>

    My first thought was that it controlled the flashing of a lighthouse:

    But I'm beginning to think of a wax recording cylinder thing now...
