OL 2000 Missing Password prompt (OL 200, OS XP Pro

I apparently have become a dead head ...

A user profile requires a password prompt to enter outlook (works fine first time). If you logout of outlook (ie exit Outlook), the next time you enter Outlook, there is no prompt. The only way to re-enter the prompt is to logoff the profile and log back in.

NORMALLY, every time you enter the Outlook program, you are required to enter the Outlook password - even if you have NOT logged off the profile between openings of Outlook.

The setting appear to be correct (Security Tab has options set to none so prompt is required).

Profile used to work correctly, no updates have been made between the Outlook profile working and not working.

Repair option for Outlook has been performed and no changes.

Other than deleting the profile and starting over (after duly backing up the messages in an alternate archive .PST folder), I am stumped. This should be an easy fix, I am just missing something basic.

    NOTE:
    Operating System XP Pro
Outlook 2000 - 4 different profiles set. ONLY ONE has Password required under Non-Adminisitrator account.
OS has THREE profiles, Administrator, User 1 and User 2. (Guest account has been disabl;ed)

Something else may be keeping Outlook or one of its data files open. Checked Processes for any culprits?

As best as I can - I have even removed a couple of Archive .PST files thinking they may have interacted with the main mail.pst folder.

In addition to doing a Microsoft Outook "Repair", I tried do a "Repair" on Office. Unfortunately, I think I will have to resort to a comple removal of office and re-installation if the user decides this is a big enough problem he can not live with.
