    This could be a symptom of Outlook being instructed to deliver mail to a Personal Folders file, assuming you are using Exchange.
    When logged in as User B, does all new mail disappear or just some?
    Anyway, check this out :
    When you are in Outlook for User B, select Tools | Services, then click on the Delivery tab. This should be set to the user's mailbox (Mailbox - User B). If it's pointing at a Personal Folders service, change it to point to User B's mailbox and OK back to Outlook. Shut Outlook down and restart. All new mail will now be delivered to Inbox.
