    Could it be an accessibility setting?

    - Activate the control panel
    - Activate Ease of Access Center
    - Click "Make it easier to focus on tasks"
    - Make sure that the check box "Remove background images" is clear.

    Missing 'Desktop Background' (Vista Home premium)

    When right clicking the desk top and selecting "Personalize" a machine is missing the "Desktop Background" selection.
    There is no way to change the desktop. At this time it is a "Black" background.

    This computer is in Central Washington and I am in Western Washington.
