Edits on Contacts in Public Folder (2003 - SP2)

I'm looking for a recommendation for a solution to the following problem: Users of a public contacts folder are entering notes as a history. We have had to give "edit" permissions for the users to be able to put notes in at all, and that means that one user could edit someone else's previous notes, too. Is there a better way for this data to be tracked that wouldn't allow edits of one user's notes by other users? Thanks in advance for any suggestions!

What we ended up doing is setting up a public Journal folder. Each Journal entry was then linked to a Contact as it was created. It works pretty well with Outlook 2003, not so much with 2007. In 2007 the details tab shows all Journal entries, not just the ones linked to the open Contact.
