Allow Cell Drag and Drop (Excell 2003)

I am trying to disable the drag and drop feature from excel through VBA and the only way I know how to do this is "Application.CellDragAndDrop = False"
However, by doing it this way a user can go to Tools-->Options>Edit Tab and check the feature back on again. Is there a way to grey out the "Allow cell drag and drop" check box so a user won't be able to enable/disable this feature?

    Thanks in advance.

There may be a way to turn this off using a group policy, but if I were one of your users, I would be extremely irritated if you made drag-and-drop unavailable.

Is there a way to do it through the command bar object properties? Similar to disabling Cut, Copy, Paste Special options from the Edit menu.

The options in Tools | Options are not commandbar controls. As far as I know, policies in the registry are the only way to "fix" them. But perhaps someone else will have a suggestion.
