My question is on the development language in Access.
I know that VBA is used in Access 2003 and eariler.
Have the newer version converted to a VB.NET base language?

No, Office 2007 still uses VBA. The number of applications using VBA in Word, Excel, Access, Outlook etc. is huge, so it is going to be very difficult for Microsoft to drop it.
