Smart Distribution Lists (2003 SP2)

A colleague manages a Contacts list with some 'hundreds' of entries. She uses the Categories field to group them and then by selecting a Category heading and using Actions -->New Message to Contact She can open an e-mail window with all the addresses in the To field. She moves these to the bcc field, adds the message and then sends.
Recently this Actions --> New Message to Contact has 'Failed' (but with no reason given in the info box). Our IT people tell us that this is because the number of contacts in the category is more than xxx (399 at the moment actually - and likely to grow). Our IT people have suggested using a distribution list, but that isn't really a solution as it needs to be constantly updated as people are added / deleted / amended / etc.
1st question - Are our IT people right, or is there another reason this could be 'failing'? Or is there some 'exchange' solution, that they may not be aware of?
2nd question - Is there another way of accomplishing the same thing? In list view I can highlight and copy from everyone in the same category - to be pasted in a new message, but our lists aren't set up with e-mails visable, meaning lots of to-ing and fro-ing
