    Password protection of folders/pages (2000)

I can go to Tools>>Security, and have Set Permissions, and change password available. However, I told someone else they could do this, but the option was grayed out. Can someone tell me why this occurs? Are there certain criteria to use this option?

A number of factors come in to play, including your operating system and where your web is stored.
I would need a lot more information before I could answer this.
