I need to modify some of my rules for dealing with incoming emails, but when I go to Tools | Rules Wizard, absolutely nothing happens. I just end u p back in Outlook looking at emails. Can anyone tell me what to do?

Select Help | About Microsoft Outlook... and click Disabled Items... - anything listed there?
Also try Help | Detect and Repair...
There is something called "mailbuddy" which is disabled: my system won't run at all with it enabled. That's the only thing that shows in the Disabled list.

MailBuddy is a spam filter that comes with ZoneAlarm. If Outlook won't run with it enabled, I'd uninstall the add-in (Tools | Options..., Other tab, Advanced Options...)
Have you tried Help | Detect and Repair?

I have deleted Mailbuddy and a couple of other "hangers-on" in addition. And i did the Help | Detect and Repair.
Unfortunately, none of these solved the problem.
Have you any further suggestions?

Is this a work PC that might have restrictions configured?

Nope. Just my home PC. Running Zone Alarm to keep the bad guys out, but that's the only sort of "restriction" that I'm aware of.
