I am not sure how much help I can be, you seem to have a couple of things going on.
NvCpl.dll - Nvidia Control Panel which allows changing Nvida video settings.
avgcc.exe - AVG Control Center part of Anti-Virus program by http://www.grisoft.com
msvcr71.dll - Microsoft Visual C Runtime library version 7.1 engine.
msconfig.exe - The System Configuration utility helps you find problems with your Windows XP configuration.
0xc0000022 - The application failed to initialize properly (0xc0000022).
From what I can gather there are some basic problems when getting all of the above errors: A possible virus, the user does not have the rights to run the application, or a corrupted DLL (Dynamic Link Library) file.
A) Can you perform a virus scan of your system to take this possibility out of the equation ?
You do not mention the version of AVG software, but on AVG Free Forum, another user had a similar problem with AVG 7.5 called avgcc.exe - the application failed to initialize. At the end of the thread, there is a recommended tool.

C) In addition to downloading replacement DLL files from the software's website, I found DLL-files.com where you can download filesd for <img src=/S/free.gif border=0 alt=free width=30 height=15>. You can find and download nvcpl.dll here and msvcr71.dll here.
