autodial (FF3 & TB on XP Home sp2)

This may be an XP question...

I installed FF3 and TB 2 on an XP Home box no problem, i.e. when I log on to XP and then double click either FF or TB the first thing that pops up is the 'Dial connection' dialog. I click connect, the modem dials and all is well.

BUT, if I then log in to the same XP home box as a different user (but also an 'administrator' user) when I double click FF or TB all that happens is the application starts and tells me there is no connection.

How do I get FF or TB to bring up the 'Dial Connection' under this second user?

Thanks, it might help. I'd got as far as the 'Internet Properties' dialog and not noticed anything 'wrong' but I didn't know about the Remote Access Connection Manager Service stuff. It might be a while before I get back the PC in question to try this out though.
