Need Power Tweaker (Vista Home Premium)

We need a Vista weaker that will allow the Admin to "Remove" the Sleep and Hibernation from the drop down lists, so they can NOT be selected and executed.
These need to be remove from all users, and some accounts use the "Classic" mode. This will be used on both laptops and desktops.

There are several tweaks out there but all I have found REQUIRE the that "gpedit" be used, which is NOT available in the Home Versions.

Now running HP Pavilion a6528p, with Win7 64 Bit OS.

To disable the sleep selection on the start menu:

Open Regedit with elevated Administrator privileges and navigate to

    HKLMSoftwarePoliciesMicrosoftPowerPowerSettingsabf c2519-3608-4c2a-94ea-171b0ed546ab

Create the Dword "ACSettingIndex" and set value to 0

    To disable hibernation:

At an elevated cmd prompt type - "powercfg -h off"

All I can find is "HKLMSoftwarePoliciesMicrosoft"
There is NO "Power" step to select.

You have to create corresponding registry keys also.

See, for instance, Change the Start Menu Power button to Shut Down instead of Sleep

And sorry, I forgot to mention before: you have to use your active power scheme GUID (alpanumerical string). You can find it in
    HKLMSystemCurrentControlSetControlPowerUserPowerSc hemes
    ActivePowerScheme string value.

Or you can reset power schemes to default power scheme or the power scheme of your choice.

Thanks I will give a try.
I was able to get rid of the Hibernation using the above "Powercfg" command
