Protect sheet but allow insert images (2002)

Is is possible to protect a worksheet yet allow the user to insert an image or paste an image and edit its size?
I cannot find the right setting if this is possible.

I don't think you can (at least, not in 2003). You can check the "Edit objects" box in the protection dialog, but it only allows drawing objects, not pictures/images.

You can fake adding a picture, by inserting a rectangle shape and then in its formatting properties (Colors and lines tab) selecting the "Fill Effects" item from the fill color dropdown and clicking the picture tab, but that is far from easy to find.

You could create a macro:

Sub InsPic()
On Error GoTo ErrHandler
ActiveSheet.Unprotect
Application.Dialogs(xlDialogInsertPicture).Show

ExitHandler:
ActiveSheet.Protect DrawingObjects:=False
Exit Sub

ErrHandler:
MsgBox Err.Description, vbExclamation
Resume ErrHandler
End Sub

and make it available through a command button on the sheet.
