    RibbonCustomizer comes in a free starter edition (pschmid.net - RibbonCustomizer™ Starter Edition) and a commercial professional edition.

    You should read the three part article at Customizing the 2007 Office Fluent Ribbon for Developers (Part 1 of 3). Also, Jensen Harris: An Office User Interface Blog : Licensing the 2007 Microsoft Office User Interface if you plan to produce your own product. An old post from Dec. 2006, Ribbon UI Control Roundup for Developers - Fear and Loathing has links to software that may be useful but NOT free.

    If you have access to Visual Studio check out Visual Studio Tools for Office ;

    Visual Studio Tools for Office is included with the following editions of Visual Studio:

    As far as I can see-the really hard work- writing code or macros for custom buttons it does not do. All it does is allow you to move around the existing MS buttons and even create new groups but only based on those.

    The Office Fluent User Interface (the ribbon) was not designed to make life easier for developers, rather the opposite...
