Is this a specific WHS OEM or home built?

Windows Home Server Addins is a fairly comprehensive list of addins for WHS. Some are <img src=/S/free.gif border=0 alt=free width=30 height=15> and some not. I don't see anything that will do what you are specifically asking about. You need something to create a web site and populate it with your photos. Hewlett Packard supplies this application with their Media Server WHS machines.

If you have a browser on your remote computer point it at any file you want to look at with File/Open File and that should display it. You do not need to download it first.
Have you just tried naviating to a jpeg in Windows Explorer and double clicking, depending on which version of windows you have and how the associations are set up on your remote computer this should display images for you.
I presume you are sitting at and logged on to the remote computer and wish to access your WHS remotely over a network.
