Can't Make Header and Footer Stick in a Template (2003)

If I open Word and, on the File menu, click New and, in the New Document task pane, under Templates, click On my computer and select the attached template, on my pc with Windows XP the file opens with the graphics in the header and footer not visible. How can I save the attached template so that, when I open it, the Header and Footer option in the View menu is already selected?

Does the document open in Normal view? Headers and footers aren't visible in Normal view.

If the document opens in Print Layout view, make sure that the "White space between pages" check box in the View tab of Tools | Options is ticked. If this check box is clear, you won't see headers and footers in Page Layout view.
