Menu, or window with icons? (all)

Can anyone say what controls whether a Start submenu opens as a window with icons in it (for example, Control Panel) or as a drop-down menu (for example, Accessories)?

I notice that this seems to differ between XP and Windows Server (wherein all submenus appear to open as drop-down menus!)...

    Thanks

Right-click the Start button and select Properties from the popup menu.
    Click Customize...
If you use the classic start menu, you can choose whether to expand Control Panel. If you tick the check box, Control Panel will be a fly-out menu.
If you use the XP start menu, activate the Advanced tab of the Customize dialog. You can specify if and how you want Control Panel to be displayed in the start menu.

Thanks, Hans - that's wonderful, as usual!
