Problems after October Update (6.0.6001 SP1 Build 6001)

I've been having various problems which I believe are due to installing the October patches. Let me clarify that I believe this is not from the emergency out-of-band update, but from the standard crop.

Here's the story: I installed the emergency update on Friday, the 24th, without any problems. I was doing fine until Monday. After Woody cleared the October patches, I installed all of them on Monday morning including two for Office & Excel XP (KB955464, KB956464).
A little while later I started noticing the problems. First off, when I try to do some standard things, such as saving attachments from Windows Mail, or opening certain apps, a window pops up titled "Example.exe - Bad Image" saying "C:Program FilesCommon Filesmicrosoft sharedinktiptsf.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. " However, after clicking OK I can continue normally.

Now is when I became aware of something larger. Researching this error, I was advised to turn off the Tablet PC features & turn them back on. However, when I opened the Turn Windows Features On or Off (optionalfeatures.exe), I see a window with a white blank area where the Windows features are supposed to be listed. I then found a Microsoft article about this Windows Features problem. It suggests 2 methods of resolving the issue 1) Running sfc /scannow 2) Doing a System Restore.
I tried the first method and got a message when it finished that some problems were unable to be repaired. I'm appending to this message a short log of those problems. I then tried to run a System Restore. To my surprise, there were no restore points for drive C:. Drive D: on the other hand had restore points going back a few days. Both drives were set to automatically create restore points, and today there is a Restore Point created automatically on drive C:

I apologize for the length, but could someone tell me what's going on?

    Welcome to the Lounge, sbw07,
I can't say exactly what caused this but I did have similar problems with Windows Features On or Off, with the same white screen showing, etc. This was BEFORE the last batch of hotfixes and the emergency fix.

I ran sfc /scannow and it did clear up that problem without any exceptions.
Did you try running sfc again?
Did it give you any specifics of the unrepaired items?
I haven't yet looked at your problem log, so if you answered any of these, please excuse me.

I got a look at your problem log and most if not all pertain to language files being missing or corrupt. Have you added any special language additions to the standard Vista defaults?

Regarding System Resore points missing. By any chance do you dual boot Vista and another OS such as XP?
There is a known problem with Vista losing SR points when dual booting to the C: and D: partitions. See MSKB 926185 at NO RESTORE POINTS for a possible fix.

I haven't installed any additional language packs, but I do use Hebrew frequently, and have added it in Control Panel.

    I don't dual-boot with any other OS.

If you don't already have this freebie prog, go to CCLEANER
and download and run this GOOD cleaner program.
Accept the defaults and delete all the junk it finds.

Then run SFC a second time after you reboot.

Ok I ran ccleaner, rebooted and ran sfc. It looks like I still have the same errors, but I'll attach the log.
