I have Vista Home Premium..and I have a startup program from a local news/weather tv station and it displays the temp down next o the time.Well when I re-start my computer,for some reason it blocks this program from starting unless I "ok" it any thoughts?

This behavior is by design. See Vista Blocked Programs at Startup- Fix Once and for All for a way round it (use a scheduled task to start the program at logon).
