    Internet Options (WindowsXP 7)

    Is there a method of restricting the use of "Internet Options" to users except administrator?

    Do you have Windows XP Home or Windows XP Pro?

    You could use a group policy for this - see How can I use Group Policy to restrict access to the Microsoft Internet Explorer (IE) configuration tabs?.

    Or you could right-click the Internet Options control panel C:WindowsSystem32inetcpl.cpl and select Properties from the popup menu.
    Activate the Security tab and modify permissions for users and groups the way you want. Make sure that the System group retains full permission.
