You mention 6.0 as version number. You should get Internet Explorer 7, it is much more secure!
If you are talking about the "QuickLaunch" bar that resides next to the Start button, right click on an open area of the Task Bar and select Properties. In the resulting window check the box next to "Show Quick Launch" click apply and OK.

There is the "Links" that can be turned on at "View, Toolbars" and the selecting Links.
This will add a bar below the menu bar. You can add to it by using "Favorites, Add to Favorites" and then selecting the "Links folder" like you do any other folder in Favorites.
Now running HP Pavilion a6528p, with Win7 64 Bit OS.
