one user can browse, other one cannot

    Hi

I've got a Dell PC. It is set up with XP Home SP3. The PC has AVG
anti-virus, and ZoneLabs Free Firewall. Both are set to auto-update, and the
    PC is clean

It connects via ethernet cable to a belkin router. this is then connected
ethernet to an Atlantic cable modem. Its a UK cable provider system.

My main user (an administrator) connects fine and I can browse perfectly.

My second user however also an administrator, shows as connected with good
speed, but the browser does not permit viewing, and I always get a page not
    found error.

Windows Firewall is disabled, and I have tried closing Zonelabs from the
System tray, and also by removing zlclient from MSconfig. Neither let my
    second user browse.

My main user works fine with the zonelabs firewall running.

I have tried removing the hardware ethernet device, and restoring the
network connection. This seems to work fine afterwards, and I get a full
speed connection, showing in my System tray (and on Network connections
view). But my second user still won't browse, although again my first user
    can.

Can anyone point me in the direction of what I might be missing. I'm sure
its something obvious, but I can't think of it.

I have tried various searches, but there are so many results, its impossible to narrow down the answer.

    Thanks

    Colin

Have you tried browsing using IE 7? If you get the Page Not Found error message, do you also get an option on that page to Diagnose Connection Errors?

    Try that.

Have you checked your IE configuration - Tools | Internet Options | Connections?

Please compare the output of IPCONFIG /ALL for the working user and the non-working user to see if there are any differences

Can you try some network activity that isn't browsing, to help identify where the problem occurs. For example go to a command prompt and ping your default gateway and your ISPs DNS server.
