I don't know of anyway to get the ribbon to toggle by hovering over the ribbon. You can double click the ribbon's active tab to toggle the ribbon back and forth.

Once the ribbon is minimized (see the linked article) you can click on one of the table titles such as home, insert, etc. and the ribbon will appear. Once you select a command or click in the open document the ribbon will hide again. See Maximize Space by "Auto-Hiding" the Ribbon in Office 2007 :: the How-To Geek more details.
