Separating the Send and Receive Functions (Outlook 2000 SR-1)

I am currently using Outlook 2000, in internet only mode, on a corporate LAN. I would like set the mail delivery options to check for email every 10 minutes. However, when this option is set, not only does it receive mail, but also it sends any mail in the outbox.

Is there a way to have the send function only work when the "send/receive" button is activated?

The outbox is the outbox. If you don't intend for that mail to go out, then save them as drafts.
