Windows Explorer won't load (Pro SP3)

I've been handed a Dell Inspiron B130 which does not load Windows Explorer on bootup (explorer.exe). Using Task Manager to run "explorer.exe" results in a brief 'flash' of the Task Bar and then nothing. I can run applications and/or open files from the "Run new task" utility. On bootup Windows loads and the Desktop wallpaper is displayed but nothing more.

I have run HijackThis, ComboFix, Malwarebyte's Anti-Malware, the latter finding 12 items. The owner said this problem happens "occasionally" but 3 or 4 reboots and it resolves itself. This has NOT been the case for me, unfortunately.

Okay super heroes,.... what next?

Can you boot into safe mode? Have you tried a repair install of XP?

Yes, I can boot into Safe Mode but same issue; Windows loads, wallpaper only is displayed.

No, haven't tried a repair install of XP. This is a student's laptop and she doesn't have a XP installation disk. I do, however, have a copy of XP Pro SP3 on hand, but I'm not sure I can do a Repair install using that disk. Do you think it would be possible to use this disk but using the installation key from the laptop?

Do you think running sfc /scannow might help?

Jeff,
I don't think you can run a repair install from a SP3 copy, unless it's slipstreamed copy with the original XP data on it.
Also sfc /scannow will need a copy of the XP I386 folder to get it's files from it.

The i386 folder is resident on C:, so I'm running sfc now and it is cheerfully plodding along. Whether it will resolve what ails this poor thing remains to be seen.

Yeh, I've heard contrasting opinions on whether you can use another installation CD with the installed system's installation code to do a Repair Installation. I thought I tried this once about 5 years ago but I can't remember if it worked or not.
