Boots to corrupt partition (Windows XP Sp3)

By default my machine boots to a partition I failed to completely wipe. Is there an application I could put on a CD and boot to that would allow me to clear this partition without having to start from scratch?

If you are trying to install XP to this partition you can format the partition as part of the installation process.

No XP is installed and work fine but I have to choose WinXP Pro as a boot option during boot up. If I don't, it boots by default to this dead-end partition

You need to modify the boot.in file. See How to edit the Boot.ini file in Windows XP for instructions.
