    In Windows Secrets 2007 > November > 08 there are instructions to Block AutoRun for all devices. Step 3 of 4 the instructions are to " Save the file with a name such as NoAutoRun.reg."
    Where on the PC should this file be saved to?

    It doesn't really matter where you save the file - on the desktop, or in My Documents, or whatever is convenient for you.
    To "execute" the file, i.e. to apply the registry settings it contains, double-click the file from Windows Explorer (or straight from your desktop if you stored it there).
