Change time to general format (Excel 97)

I have a spreadsheet that calculates time and total time to the nearest quarter hour. The cells are formatted to [h]:mm. This part works beautifully. The problem is in the next column, someone has to translate these figures to a general or number format. For example, 40:00 is translated to 40.00, 37:15 is 37.25, 40:30 to 40.50 and so forth. Is there a formula that I can use to do this automatically? This would certainly avoid some human errors if so.

convertion should be [h]:mm*1440/60 and format it as general. The inverse is general*60/1440 and format it is [h]:mm.
