Open programs do not appear in Taskbar

Sometimes open programs do not appear in the Taskbar. The Taskbar is completely blank. When this happens, if you minimize an open program, it appears to close it, but it is actually hiding behind the Taskbar. Restarting the computer fixes this problem.

The problem appears intermittently at various computers in our company. We are using NT4, SP6.

Has anyone seen this before? What could cause this behavior?

Sometimes programs that abend don't fully close down. The process keeps running even though it shouldn't. Is this what you're talking about?

If so, MS Access 2000 is particularly prone to this behavior, and short of logging off and back on, you can use the Task Manager to end the process.

If not, can you see the program in the task list? And which programs seem to be encountering this?

    No, I don't think that's what we're encountering.

When the problem appears, it happens with all programs that we open. It doesn't happen upon closing them. When we encounter the problem we see no programs in the taskbar at all, even though they are open. We don't use Access 2000. We typically use Outlook 2000, Word 2000, WordPerfect 9, DOCS Open, and Interaction.

Symptoms are that we see no programs in the taskbar and minimizing a program appears to close the program because it doesn't go in the taskbar; it just disappears. In reality, minimizing a program makes it go behind the taskbar.
