    Hi,

    If an invitee declines a meeting request & suggests another time in the message text,

    do I submit a new meeting request?

    or is there a way to update the declined request and resubmit that?

    If the new time is acceptable, you should be able to move the meeting to the new time and reissue the meeting request. IIRC (it being Saturday and me not being connected to Exchange), the rescheduled invitation will go to the invitee who has declined, and he or she can now accept...or not.
