    Update:

It turns out that it was an install issue, and a re-install of Office / Word fixed it all.

    ----------------------------
When I go to insert a citation in Word, the "Add New Source" and "Add New Placeholder" are grayed out, making them inaccessible.

When I installed this Office, I only installed Word.

What do I need do to be able to access Citations fully?

    Regards,
    Chuck Billow

It is better to add a reply to yourself rather than edit the original post. Many people that have read the thread would not start at the first post in the thread again.
