    In Word 2002, if you go to Tools, Autocorrect Options, then to Autoformat as you Type and Autoformat tabs, you will see the choice there. I don't know if Excel has something similar ....

    As far as I know, Excel doesn't support automatically converting straight quotes to smart quotes, and it's a good thing it doesn't. Formulas don't work with smart quotes, only with straight quotes.
