All of our users who received a push of IE7 have lost the Auto Complete function. I know the fix is to Enable the Flag (in REGEDIT) HKCU/Software/Policies/Microsoft/Internet Explorer/Control Panel/FormSuggest = 1

How do I do this programmatically for all my users?

Can you push a policy? See User Configuration | Administrative Templates | Windows Components | Internet Explorer in the group policy editor. There are two autocomplete policies you can manage.
