    Excel 2007.

"Enable Auto-Complete for Cell Values" is checked under Excel Options/Advanced.

Auto-Complete worked until a couple weeks back. There are no blank cells between my active cell and the previous text that should fill in quickly--not even if that text is just one cell above.

To troubleshoot, maybe find a rogue row that is a problem--
I have gone higher in my spreadsheet, inserted a row, tried to Auto-Complete the cell above. Then I've scrolled down and tried the same. Oddly enough, this problem is not tied to an absolute row point in the spreadsheet. In other words, I can be in Row 125 and Auto Complete works. Then I can go to Row 175 and it won't. So I think the problem is in that 50-row range and I try to pinpoint it. The point at which Auto-Complete does or does not work, changes! Bottom line, it doesn't work at all in new rows, which is where it matters!
