    Hello:

    I am running Vista - and using the Internet Explorer.

    What steps would I use to permanently remove the red Bing Toolbat ?

    Do you mean the Windows Live toolbar? As far as I know, Microsoft hasn't released a "Bing toolbar" (yet).

    From here.....

    In IE 8, there is Tools or manage addons.
    Click on search providers then Click on Bing
    Click remove. Or, if you want to keep it but not as default, click on the search provider you want to be default, click set as default.
    Now, your Internet Explorer 8 are free from BING
