I have a 10 slide presentation. I want the 1st slide which is the Blank slide layout to be solid black. The remaining slides
will have a Balance Design. How do I do that?

Place a black rectangle over the first slide and give it an exit fade on click. Does that do what you need?

Another way to do it, I'm using PPT2003, so I'm assuming this will work in 2007, is to right click on the blank slide, select Background and pick Black as the color.

If I had a dime for every time a one-time-only situation ended up being used repeatedly throughout a slide deck...

This is why I almost always recommend that my clients create a global format for this type of need, rather than a local one. Translated, I advise you create a slide master with a black background. That way, it will be very easy to duplicate it when the (inevitable) need arises, and more to the point, when the 11th-hour request comes in to change those slides from black to navy, it will involve one step.
