You can create a Windows Live ID by creating a limited account (An account that allows you to sign in to some Windows Live ID sites or services, without requiring you to provide a valid e-mail address or account information.) , creating a free MSN Hotmail account, or using an e-mail address you already have.

Sign up for a limited account
On the Windows Live ID website, in the Sign up for a limited account area, click Get started now.
In the E-mail address box, type a name for your limited account.
Type and confirm a password for your account. Your password is case sensitive (Capable of distinguishing between uppercase [capital] and lowercase [small] letters. For example, A is different from a. If information is case sensitive, it must be typed with the required capitalization.) .
Type the characters that you see in the Picture box, and then click Continue.
Read the Terms of Use and the Privacy Statement, and then click I Accept.
    Click Continue.

    Create a free Hotmail account
On the Windows Live ID website, in the Sign up for a free MSN Hotmail account area, click Get started now.
Select the country or region where you live, and then, in the E-mail address box, type a name for your new account.
Type and confirm a password for your account. Your password is case sensitive (Capable of distinguishing between uppercase [capital] and lowercase [small] letters. For example, A is different from a. If information is case sensitive, it must be typed with the required capitalization.) .
Select a question and enter a secret answer (A security measure to help keep others from accessing your account or changing your password without your permission. The answer should be something that no one knows but you.) , and then enter an alternate e-mail address (An e-mail address that is different from your primary Windows Live ID e-mail address. Using an alternate e-mail address is the easiest way to reset your password if you cannot access your Windows Live ID.) .
Complete the Enter your account information section.
Type the characters that you see in the Picture box.
Read the Terms of Use and the Privacy Statement, and then click I Accept.
    Click Continue.

Create credentials using an existing e-mail address
On the Windows Live ID website, in the Use an e-mail address you already have area, click Get started now.
In the E-mail address box, type your existing e-mail address.
The answer should be something that no one knows but you.) .
Type the characters that you see in the Picture box, and then click Continue.
Read the Terms of Use and the Privacy Statement, type your e-mail address in the box, and then click I Accept.
    Click Continue.

    Notes

After you create your credentials, Microsoft Customer Support sends an e-mail message to the e-mail address you used for your credentials. Follow the instructions in the e-mail message to confirm that you own the e-mail address, and that you intended to use it to create credentials for Windows Live ID.
If you signed up for a limited account, you don't receive an e-mail, and don't need to confirm your e-mail address.

Since you are not using a Hotmail or Live address as your primary, you can try going to https://accountservices.passport.net/?lc=1033, then login and see what it will let you do.
