    The info in "last used on” is way off, sometimes by years. So, what does this refer to?

    Your guess is as good as any. AFAIK, that date is not to be relied on for any useful information.

    This appears to have been some 'Friday afternoon' programming by Microsoft, and the last-used date and size are probably the most ignorable information presented by the operating system that I can think of!

    I think BATcher's "most ignorable information" is very appropriate! In another Lounge thread somewhere when this subject was discussed, I found, by comparing to the entries in Revo Uninstaller, that some of the dates are the date when the app was installed but that's not true for most others.

    As we know, most of the time the HKLM Uninstall key only holds the DisplayName and the UninstallString, since they are mandatory and a few more values.

    But if the software doesn't add any information about size etc. to the key, "Add/Remove Programs" has to guess.

    Of course all this was added to help people decide what to uninstall if space was running low, based on when it was used, how large it is etc. But people tend to know what they use; you don’t uninstall a random program based on size only.
