At startup, when I open windows a small popup menus warns me that the firewall is not active, when I click on the icon, the menu which opens up, reveals that the firewall is active. So what gives?

Go to Control Panel>Security Center>Change the way Security Center Alerts me.
On the Alert Settings screen, UNCHECK Firewall box and OK out.

Long ago, there was a time when men cursed and beat on the ground with sticks. It was called witchcraft.
    Today it is called golf!

Some third party firewalls can take a little while to completely initialize and communicate with the security center.

Has this message just started appearing?
What XP service pack are you on?
What Anti-Virus / Internet Security software are you running?
Have you previously installed and then uninstalled any other firewall or security software?

Could you tell us all the security software you are using ?? AV, Firewall, any anti-malware programs, etc.....

Also, a screenshot of the security section of your control panel with all sections expanded would be helpful.
