I had this problem once, which was caused by a non microsoft applet that had added its own entry. Since this was optional, I unchecked the "add icon to control panel" option in the preferences for the product (Creative Element Power Tools) and it fixed the problem. It was hard to diagnose the problem, it involved disabling the applets one at a time to find which was causing the problem, I got help from a forum on how to do it, but do not now remember which one.

    Hi Dan
    Welcome to the Lounge!

Let's see if there is anything in the Events Viewer

First try to open the Control Panel and get the the error then:

    1) Start
    2) Run
    3) Type eventvwr.msc
    4) Click on Application, Security, System nodes in turn.

There will normally be a red circle with a cross next to any suspect errors, highlight and right mouse click and select Properties.

Any suspect messages coming to light? If so what are they.

On an aside what Anti-virus software are you using?
    Jerry
