Upon restart and just after login, a window pops up stating that it can't open file ~TMBC46.tmp

I think this message started happening after I have a couple of days ago killed some process via Task Manager.

A temp file shouldn't be that persistent. Might be from a blown install.
Go to Start>Run and type msconfig. Look in the start up tab for a mention of that filename. Uncheck it and OK out. Reboot.
If not in there, download this AUTORUN free program and run it. It will give you a MUCH more complete picture of you startups and you just uncheck them to disable at start.

    Hi Viking33,

I used AUTORUN and unchecked the registry entry for this tmp file and it doesn't show up now. Registry entry belonged to something named "av_md" which has no description and no publisher stated.

Glad it worked out for you. We really don't need annoyances like that.

Glad you got the pop-up taken care of.

Did some searching, and the registry entry you found (av_md) seems to be caused by a trojan. If you haven't already done so, I'd suggest scanning your system with both anti-virus and anti-spyware programs.
