I tried all of your registry tweaks (on XP SP3). However the Start MEnu delay actually slowed things down, rather than speeding them up. Basically the start menu automatically opened the 'All Programs' tab as soon as it ran, and this menu takes a few seconds to build (OK, I have a load of junk in there 'just in case'), while I generally wanted one of the other options. So I have increased the delay to 1000, and that seems to have done the trick.
Keep up the good work
