If by "start page" you mean the home page in your browser, yes you can. Copy the Internet Explorer icon in your Start menu to All Programs | Startup. (Anything in Startup is launched when you log into Windows.)

If you get errors when you boot, you should consider waiting until everything loads before you try to access the Web. For instance, if your Internet connection is not established before the browser is activated, you'll get errors. You should also wait until your antivirus had loaded before accessing the Internet. It would be better to wait until your Desktop appears and use a shortcut to start your browser instead of using the Start folder. You cannot control the order of the startup apps.

With an application such as r2 Studios - Software you can control the sequence and timing of your startup apps.
