Is there any way to have a normal user (not Administrator) do a Win 7 Backup? At our small nonprofit, we want staff to do backups but not be able to change certain Administrator-level functions.

One way I would think, doesn't allow the non-admin user specifically to make the backup though, is to set it up in task scheduler and manage with group policy if needed (task scheduler settings alone may be enough).

If you are on a domain, give them Backup Operators permissions.

If not on a domain, what version of Win7?
